Tuition Incentive Program

The Tuition Incentive Program provides college tuition assistance to eligible Michigan students who met specific Medicaid eligibility requirements before completing high school. The program includes two stages of assistance: Phase I supports qualifying certificate and associate degree programs, while Phase II provides additional assistance toward a bachelor's degree after students complete specified Phase I milestones.

Eligibility

  • Have been identified by the Michigan Department of Health and Human Services as meeting the Tuition Incentive Program Medicaid eligibility requirement.
  • Have had Medicaid coverage for at least 24 months within a 36-month period between age nine and high school graduation.
  • File the current-year FAFSA.
  • Possess a high school diploma or recognized equivalent before age 20.
  • Students completing an approved Early/Middle College program may have until age 21 to complete high school or its equivalent.
  • Meet Michigan residency requirements.
  • Attend a participating Michigan college or university.
  • Meet applicable enrollment and Satisfactory Academic Progress requirements.
  • For Phase I, enroll in an eligible certificate or associate degree program.
  • For Phase II, complete the required Phase I milestone before beginning Phase II benefits.

Requirements

  • Be identified by MDHHS as meeting the Medicaid eligibility requirement.
  • Complete the current-year FAFSA.
  • Enroll at a participating Michigan institution.
  • Use Phase I funding toward an eligible certificate or associate degree program.
  • Complete at least 56 transferable semester credits, 84 transferable term credits, a certificate of at least one year, or an associate degree before becoming eligible for Phase II.
  • Begin and complete Phase II within the applicable program timeframe.

How to Apply

  1. 1Confirm TIP eligibility through the MiSSG Student Portal or through communications from MI Student Aid.
  2. 2Complete and submit the current-year FAFSA.
  3. 3Apply for admission to a participating Michigan institution.
  4. 4Enroll in an eligible certificate or associate degree program for Phase I.
  5. 5Work with the institution's financial aid office to have TIP benefits applied.
  6. 6Complete the required Phase I academic milestone.
  7. 7Transition to an eligible four-year program for Phase II when applicable.
  8. 8Continue meeting program and institutional eligibility requirements while receiving TIP benefits.
