The Richard W. Collins III Leadership with Honor Scholarship provides Maryland state financial assistance to eligible students participating in ROTC at one of Maryland's four Historically Black Colleges and Universities. Eligibility

  • Be determined eligible for Maryland in-state tuition by the institution.
  • Attend Bowie State University, Coppin State University, Morgan State University, or the University of Maryland Eastern Shore.
  • Be a member of a Reserve Officer Training Corps program.
  • Be identified by the institution as a minority student or a member of another group historically underrepresented in ROTC programs.
  • Meet the program's applicable enrollment requirements.
  • Maintain satisfactory academic progress as defined by the institution.

Requirements

  • Complete the Richard W. Collins III Leadership with Honor Scholarship application through the MHEC One-App in MDCAPS.
  • Submit the FAFSA or, when applicable, the MHEC One-App.
  • Submit the Institutional Certification Form provided through MDCAPS.
  • Submit documentation confirming membership in an ROTC program.
  • Submit all required documents through the applicant's MDCAPS account.
  • Continue meeting institutional satisfactory academic progress requirements for renewal.

How to Apply

  2. 2Log in to MDCAPS and complete the Richard W. Collins III Leadership with Honor Scholarship application.
  3. 3Obtain the Institutional Certification Form through MDCAPS and have the institution complete it.
  4. 4Obtain documentation confirming your participation in an ROTC program.
  5. 5Upload all required documentation through your MDCAPS account.
  6. 6Monitor MDCAPS for application status updates and additional documentation requests.
  7. 7Renewal applicants must complete the scholarship application and applicable financial aid application again each year.
