Eligibility

  • Be a high school senior or high school graduate.
  • Reside within the area generally served by Twin Valleys Public Power District.
  • Eligible territory includes Furnas and Harlan counties and portions of Frontier, Gosper, Phelps, and Red Willow counties, along with other specifically identified Twin Valleys service areas.
  • Have applied to the Utility Line Program at Northeast Community College in Norfolk.
  • Be accepted into the Utility Line Program or placed on its waiting list.

Requirements

  • Complete the Phil Young Scholarship application.
  • Submit a personal essay of no more than 350 words explaining interest in the Utility Line Program.
  • Provide high school class rank and GPA.
  • Applicants who attended college after high school graduation must provide college transcripts.
