- Be an eligible descendant or step-descendant of a New Jersey Elk in good standing.
- Be a high school senior or college freshman, sophomore, or junior.
- Attend or plan to attend an accredited U.S. two- or four-year institution full time.

- Obtain the sponsoring lodge's verification.
- Submit to the lodge by its internal deadline.
