The Howard P. Rawlings Campus-Based Educational Assistance Grant is a need-based Maryland state financial aid program for eligible undergraduate students who were not considered for the regular Educational Assistance Grant because they did not file the FAFSA or MHEC One-App by Maryland's March 1 deadline. Eligibility

  • Be a Maryland resident.
  • If classified as a dependent student, have parents who are also Maryland residents.
  • Attend a two-year or four-year Maryland college or university.
  • Enroll full-time as a degree-seeking undergraduate student with at least 12 credits per semester.
  • Have filed the FAFSA after Maryland's March 1 state financial aid deadline.
  • Be eligible to receive a federal Pell Grant.
  • Demonstrate financial need under MHEC's applicable calculation.

  • Contact the financial aid office at the Maryland institution you attend.
  • Ask the institution to consider you for the Campus-Based Educational Assistance Grant.
  • Meet Pell Grant eligibility requirements.
  • Maintain full-time undergraduate enrollment.
  • Meet any additional documentation or institutional requirements established by the participating college.
