Douglas J.J. Peters Veterans of Afghanistan and Iraq Conflicts Scholarship

The Douglas J.J. Peters Veterans of Afghanistan and Iraq Conflicts Scholarship provides financial assistance to eligible Maryland veterans, active-duty service members, reservists, Maryland National Guard members, and qualifying spouses, children, and stepchildren connected to military service in the Afghanistan or Iraq conflicts. Recipients may attend an eligible Maryland postsecondary institution full-time or part-time.

Eligibility

  • Be a Maryland resident or otherwise meet the program's Maryland residency provisions for eligible military members and their qualifying family members.
  • Be a veteran or active-duty member of the United States Armed Forces who served in the Afghanistan or Iraq conflicts as defined by the program; or be an eligible member of a reserve component or the Maryland National Guard who was activated as a result of those conflicts.
  • Qualifying sons, daughters, stepsons, stepdaughters, and spouses of eligible service members may also apply.
  • Be accepted for admission or enrolled in a regular undergraduate program at an eligible Maryland institution, or an eligible two-year terminal certificate program whose coursework is transferable toward an accredited bachelor's degree.
  • Enroll full-time with at least 12 credits per semester or part-time with 6 to 11 credits per semester.
  • Submit the scholarship application and all required documentation through MDCAPS by the published deadline.

Requirements

  • Complete the Veterans of Afghanistan and Iraq Conflicts Scholarship application through the MHEC One-App in MDCAPS.
  • Submit military documentation establishing qualifying service in Afghanistan or Iraq.
  • Veterans and qualifying reserve or Maryland National Guard applicants must submit a DD-214 documenting qualifying service.
  • Active-duty applicants must submit current official military orders documenting qualifying service.
  • Spouses must provide applicable relationship documentation, including a marriage certificate.
  • Children and stepchildren must provide applicable birth and relationship documentation.
  • Submit all required documents through MDCAPS by the scholarship deadline.
  • Applicants who choose to file the FAFSA or MHEC One-App for Undocumented Students must meet the applicable March 1 financial aid filing deadline.

  2. 2Identify whether you are applying as a veteran, active-duty service member, reservist, Maryland National Guard member, spouse, child, or stepchild.
  3. 3Gather the military service documentation required for your applicant category.
  4. 4Gather birth, marriage, or other relationship documentation when applying as an eligible family member.
  5. 5Upload all required documentation through your MDCAPS account.
  6. 6Submit the complete application and supporting documents by October 15, 2026.
  7. 7Monitor MDCAPS for application updates or requests for additional documentation.
