Eligibility
- Arizona resident under age 23; currently or formerly in foster care at age 14 or older, or adopted from foster care with adoption finalized after age 14.
- U.S. citizen or lawfully present noncitizen; personal assets excluding scholarships/grants worth less than $10,000. Accepted/enrolled in an eligible degree, certificate or accredited program at an Arizona public university/community college.
Requirements
- File FAFSA each year and complete foster-care verification through the linked Foster Success/ETV application process; school confirms award timing. No common current waiver cutoff published.
- Maintain good standing and continuous progress toward a credential; after the first funded academic year, complete at least 30 volunteer hours annually. Eligibility ends at age 23.
- Other covered aid reduces the tuition gap; Education and Training Voucher (ETV) funds are specifically excluded from this reduction. Housing, meals, books and transport are not waived.
- The shared administrator page describes separate ETV age/GPA rules. Do not apply its under-26 ETV age limit to the under-23 tuition waiver; ask the administrator about documentation and any institution-specific criteria.
How to Apply
- 1Complete FAFSA and the administrator’s shared application at https://fseducation.fostersuccess.org/arizona-etv/.
- 2Request tuition-waiver eligibility verification, then work with the school’s Financial Aid office to apply it and track annual volunteer requirements.
